Narrative:
We were on the minks 1 arrival into lga. ZDC cleared us to cross somto at 13000 ft. The altimeter was 30.82. I remarked that the altimeter setting was almost 1000 ft from standard. On the descent (preliminary landing) checklist I read 'altimeter 30.82 qnh.' the copilot responded '30.82 qnh.' it was dark and I couldn't read his pfd. I was distraction with ATIS and over somto my altimeter read 13900 ft. I asked the copilot to rechk his altimeter. He had earlier pushed the altimeter button, but it didn't change to qnh. We then descended on down to 13000 ft. ZDC made no comment and there was no apparent conflict. We were cleared on down to 11000 ft and flight continued normally.

Title: WRONG ALTIMETER SETTING SELECTED BY FO, PF, LEADS FLT INTO AN ALTDEV ALT UNDERSHOT ON DSCNT. ALT XING RESTR NOT MET. CAPT FAILED TO XCHK ALTIMETERS.

WE THEN DSNDED ON DOWN TO 13000 FT. ZDC MADE NO COMMENT AND THERE WAS NO APPARENT CONFLICT. WE WERE CLRED ON DOWN TO 11000 FT AND FLT CONTINUED NORMALLY.
