An F16 was VFR on base leg for runway 26 after leaving a hung ordinance holding pattern north of the airport. Tower cleared an SH36 off runway 8 with a 330 degree heading using visual separation. Radar controller doesn't think it was safe.

Narrative:
F16 on a hung ordinance pattern north of sju handoff to tower. Departures released reference F16. The shorts departed on 330 degree heading head-on with F16 on base. Tower said they were using visual, but approach was talking to both aircraft and neither had the other in sight.

Narrative: F16 ON A HUNG ORDINANCE PATTERN N OF SJU HDOF TO TWR. DEPS RELEASED REF F16. THE SHORTS DEPARTED ON 330 DEG HDG HEAD-ON WITH F16 ON BASE. TWR SAID THEY WERE USING VISUAL, BUT APCH WAS TALKING TO BOTH ACFT AND NEITHER HAD THE OTHER IN SIGHT.
