Narrative:
Turbulence and airspeed fluctuations were being reported by arrival aircraft at ewr. Speed fluctuations were -10, +15 KTS. Gusty winds from northwest. Aircraft landing on runway 4R and also circling to runway 29. Our takeoff clearance involved a noise abatement routing and a level off altitude of 2500 ft. We used maximum takeoff power, and on climb out experienced the airspeed fluctuations. I was concentrating on flying the routing, but distracted by the turbulence and also the communications by the first officer to the tower concerning the airspeed fluctuations, I only began the 2500 ft level off at 2500 ft. The aircraft climb momentum carried us through 2800+ ft with a return to 2500 ft. No traffic conflict took place, but the controller did call to confirm our altitude.

Title: LGT OVERSHOT THE ALT ON THE NEWARK 6 SID. 1000 FT TO GO WAS MISSED.
Narrative: TURB AND AIRSPD FLUCTUATIONS WERE BEING RPTED BY ARR ACFT AT EWR. SPD FLUCTUATIONS WERE -10, +15 KTS. GUSTY WINDS FROM NW. ACFT LNDG ON RWY 4R AND ALSO CIRCLING TO RWY 29. OUR TKOF CLRNC INVOLVED A NOISE ABATEMENT ROUTING AND A LEVEL OFF ALT OF 2500 FT. WE USED MAX TKOF PWR, AND ON CLB OUT EXPERIENCED THE AIRSPD FLUCTUATIONS. I WAS CONCENTRATING ON FLYING THE ROUTING, BUT DISTRACTED BY THE TURB AND ALSO THE COMS BY THE FO TO THE TWR CONCERNING THE AIRSPD FLUCTUATIONS, I ONLY BEGAN THE 2500 FT LEVEL OFF AT 2500 FT. THE ACFT CLB MOMENTUM CARRIED US THROUGH 2800+ FT WITH A RETURN TO 2500 FT. NO TFC CONFLICT TOOK PLACE, BUT THE CTLR DID CALL TO CONFIRM OUR ALT.
