Narrative:

Aircraft had pushed off gate and requested taxi clearance. Ground control cleared taxi to runway 09 with restr to hold short of runway 04. Due to close proximity of runway 27, first officer asked captain if runway 27 were available would he prefer to use it. Captain replied yes, and first officer made request to ground control. After observing several small aircraft in the pattern, captain told first officer to request to just stay with runway 09 and started aircraft forward. First officer did so by telling ground control we would prefer to use runway 09 as directed. Ground control 'rogered' our request. Captain made a turn onto taxiway a as he had been cleared to do and mentioned his reasons for changing his mind to first officer. Captain was concurrently looking outside for traffic as he was talking, looking to ensure taxiway D was clear, and at that time felt the brake peddles moving to stop the aircraft. At the same time ground control transmitted 'stop' to our aircraft. The ship was stopped quickly but not so much so that the flight attendants were not thrown about as they were standing and giving their demonstration. The aircraft stopped beyond the runway 04 hold line but prior to actually entering the runway surface. The primary reason I would attribute for this event occurring is the very short distance separating the ramp area -- taxiway D and runway 04. Taxiway D was passed while captain was talking and looking outside for airborne aircraft. Runway 04 is a 75 ft wide runway and has the 'look' of a taxiway and is very close to the ramp area. It is extremely easy to mistake it for a taxiway which is exactly what happened in this instance. Corrective measures possible: better situational awareness by the crew. Better runway awareness. Elimination of simultaneous use of conflicting runways. Supplemental information from acn 353571: we stopped the aircraft nose beyond the hold short line but approximately 20 ft short of runway 4. Aircraft on short final was directed to go around as we held short of the runway.

THE PRIMARY REASON I WOULD ATTRIBUTE FOR THIS EVENT OCCURRING IS THE VERY SHORT DISTANCE SEPARATING THE RAMP AREA -- TXWY D AND RWY 04. TXWY D WAS PASSED WHILE CAPT WAS TALKING AND LOOKING OUTSIDE FOR AIRBORNE ACFT. RWY 04 IS A 75 FT WIDE RWY AND HAS THE 'LOOK' OF A TXWY AND IS VERY CLOSE TO THE RAMP AREA. IT IS EXTREMELY EASY TO MISTAKE IT FOR A TXWY WHICH IS EXACTLY WHAT HAPPENED IN THIS INSTANCE. CORRECTIVE MEASURES POSSIBLE: BETTER SITUATIONAL AWARENESS BY THE CREW. BETTER RWY AWARENESS. ELIMINATION OF SIMULTANEOUS USE OF CONFLICTING RWYS. SUPPLEMENTAL INFO FROM ACN 353571: WE STOPPED THE ACFT NOSE BEYOND THE HOLD SHORT LINE BUT APPROX 20 FT SHORT OF RWY 4.
