Narrative:
I was working ATR42 in the arrival sector into houston and saw a possible situation develop. I issued traffic to the ATR42 and the unknown traffic 8 mi apart. When I scanned the scope again, the unknown aircraft was climbing and the ATR42 was descending. I issued a safety alert to the air carrier and he stated shortly that he received an RA and was climbing. This situation is totally preventable if unknown aircraft would use VFR flight following or at least monitor our frequencys. The unknown aircraft departed the houston area class B airspace through an arrival gate. The sectional charts or TCA charts clearly indicate the arrival rtes that a safety conscious pilot should avoid. This particular aircraft had moments earlier been a factor with another air carrier aircraft. As these 2 aircraft passed, I asked the pilot what type aircraft it appeared to be and he said it was a citation ii. This type of situation has happened before and if changes are not made will continue in the future. The G2 flies in the houston area daily and know or should know where the busy arrival fixes are.

Title: RPTR OBSERVED A POSSIBLE TFC SIT AND ISSUED TFC TO AN ACR ATR42 ON AN UNKNOWN ACFT 8 MI AWAY. THE RPTR ISSUED A TA TO THE ACFT IN DSCNT. THE ATR42 RECEIVED A TCASII RA AND CLBED. THE UNKNOWN ACFT WAS IDENTED BY THE ATR42 AS A G2. RPTR CLAIMED THE SAME UNKNOWN ACFT HAD BEEN A FACTOR FOR ANOTHER ACR OF THE SAME COMPANY.
