Narrative:
A BE55 requested IFR clearance and taxi. After clearance readback I told aircraft the wind and asked which of the active runways was preferred. I taxied the aircraft to that runway (which crossed the other active runway). When I noticed the BE55 passing the hold short line I keyed up to hold short but was 'stepped on' by another aircraft.

Title: ATCT GND CTLR CLRED A BE55 TO TAXI TO THE RWY WITHOUT RESTRICTING THE ACFT TO HOLD SHORT OF AN INTERSECTING RWY. A C172 WAS LNDG ON THE INTERSECTING RWY WHEN THE BE55 CROSSED THE RWY.
Narrative: A BE55 REQUESTED IFR CLRNC AND TAXI. AFTER CLRNC READBACK I TOLD ACFT THE WIND AND ASKED WHICH OF THE ACTIVE RWYS WAS PREFERRED. I TAXIED THE ACFT TO THAT RWY (WHICH CROSSED THE OTHER ACTIVE RWY). WHEN I NOTICED THE BE55 PASSING THE HOLD SHORT LINE I KEYED UP TO HOLD SHORT BUT WAS 'STEPPED ON' BY ANOTHER ACFT.
