Narrative:
Aircraft improperly dispatched under MEL. Flight sdf-tys. Discrepancy, '#2 engine start valve light inoperative' (not an item that may be MEL'ed according to procedures on the B727-200. However, this item was MEL'ed under an MEL which provides for 'engine start valve inoperative' (not engine start valve light). This confusion possibly stems from differences between B727QF and B727-200. The problem was discovered the following evening as we prepared for the return flight tys- sdf. The aircraft was grounded and repaired. Flight was canceled. Supplemental information from acn 354694: mmoc came back with a new MEL number and stated the deferral would be complete by using this new MEL procedure which included using the manual start procedure for each start until repair was accomplished. Supplemental information from acn 355041: if the MEL does not specifically address a system or procedure, the aircraft is 'down' until repaired.

Title: B727-200 FREIGHTER WAS DISPATCHED WITH THE #2 START VALVE LIGHT INOP. EVEN THOUGH THE START VALVE ITSELF MAY BE INOP, THE LIGHT MUST BE OPERATIVE FOR THE ACFT TO BE FLOWN.
Narrative: ACFT IMPROPERLY DISPATCHED UNDER MEL. FLT SDF-TYS. DISCREPANCY, '#2 ENG START VALVE LIGHT INOP' (NOT AN ITEM THAT MAY BE MEL'ED ACCORDING TO PROCS ON THE B727-200. HOWEVER, THIS ITEM WAS MEL'ED UNDER AN MEL WHICH PROVIDES FOR 'ENG START VALVE INOP' (NOT ENG START VALVE LIGHT). THIS CONFUSION POSSIBLY STEMS FROM DIFFERENCES BTWN B727QF AND B727-200. THE PROB WAS DISCOVERED THE FOLLOWING EVENING AS WE PREPARED FOR THE RETURN FLT TYS- SDF. THE ACFT WAS GNDED AND REPAIRED. FLT WAS CANCELED. SUPPLEMENTAL INFO FROM ACN 354694: MMOC CAME BACK WITH A NEW MEL NUMBER AND STATED THE DEFERRAL WOULD BE COMPLETE BY USING THIS NEW MEL PROC WHICH INCLUDED USING THE MANUAL START PROC FOR EACH START UNTIL REPAIR WAS ACCOMPLISHED. SUPPLEMENTAL INFO FROM ACN 355041: IF THE MEL DOES NOT SPECIFICALLY ADDRESS A SYS OR PROC, THE ACFT IS 'DOWN' UNTIL REPAIRED.
