Narrative:

On above date in an EMB120 the captain and PF initiated the takeoff roll. At approximately 5-10 KTS below V1, a cargo door warning light came on on the multiple alarm panel and aural warning was heard. An abort was called for and executed by the captain. No injuries, no assistance was needed. We taxied back to the gate for a maintenance look. The door was checked and ensured closed and the light MEL'ed. The only way to prevent is to develop a door position indicator or a less faulty light. As a result of this, our flight was delayed causing us to arrive at destination late. With the scheduled flying of that day and into the next exceeding 9 hours we were required to receive 9 hours of rest. We did not. The company did not account time for abort although it was during a scheduled flight. The company viewed us as only needing 8 hours rest but we legally should have had 9 hours. The fix for this is for the FAA to enforce more strongly the rest requirements for regional airlines. If the companies faced more frequent violation and fines perhaps this would not be such a big problem. Supplemental information from acn 355275: maintenance signed off write-up by lubricating switch. Later came back and entered next flight number and rewrote discrepancy as another takeoff abort (which never occurred). Signed this off with malfunction of system.

Title: EMB120 ABORTED TKOF RWY 29 ACCOUNT DOOR WARNING LIGHT. RETURNED TO GATE FOR MAINT CHK. DOOR CHKED CLOSED AND LIGHT MEL'ED AFTER ATTEMPT TO CORRECT PROB BY LUBE OF SWITCH. AS A RESULT OF ABORT, FLT TIME REQUIRED MINIMUM 9 HRS REST BUT FLC ONLY RECEIVED 8 HRS.

THE FIX FOR THIS IS FOR THE FAA TO ENFORCE MORE STRONGLY THE REST REQUIREMENTS FOR REGIONAL AIRLINES. IF THE COMPANIES FACED MORE FREQUENT VIOLATION AND FINES PERHAPS THIS WOULD NOT BE SUCH A BIG PROB. SUPPLEMENTAL INFO FROM ACN 355275: MAINT SIGNED OFF WRITE-UP BY LUBRICATING SWITCH. LATER CAME BACK AND ENTERED NEXT FLT NUMBER AND REWROTE DISCREPANCY AS ANOTHER TKOF ABORT (WHICH NEVER OCCURRED). SIGNED THIS OFF WITH MALFUNCTION OF SYS.
