Narrative:

I was in a PA44, holding over the omn VOR. The WX for the day was lower clouds that were moving off the airport property. However, they were moving to the side the instrument approach was on. At about XA05 am we were cleared for the approach from dab ATC. We began our procedure turn inbound and at about 6.5 DME from the VOR (which is located on the field) we were told to contact advisory. The MDA for the approach was 500 ft. My student switched to advisory and stated we were on the approach and asked for a field advisory. There was no response. At 4.5 DME out, I called and said we were on the VOR approach and asked for a field advisory. The next statement was, 'we are using runway 35.' the approach goes to runway 17. I made my standard calls for every mi on the approach. At about 2 - 1.5 DME out, I made my call and the next response was, 'XXX departing VFR on runway 35.' at this time we were going through 700 ft still IMC with no sight of the ground. About 10-15 seconds later, we were at 600 ft (IMC). I noticed a few breaks in the clouds and then noticed a C152 wing go underneath us about 100-150 ft below (IMC). He made a standard crosswind and downwind call all the time IMC. After we went missed approach, ATC reported an aircraft underneath us on the approach.

THE MDA FOR THE APCH WAS 500 FT. MY STUDENT SWITCHED TO ADVISORY AND STATED WE WERE ON THE APCH AND ASKED FOR A FIELD ADVISORY. THERE WAS NO RESPONSE. AT 4.5 DME OUT, I CALLED AND SAID WE WERE ON THE VOR APCH AND ASKED FOR A FIELD ADVISORY. THE NEXT STATEMENT WAS, 'WE ARE USING RWY 35.' THE APCH GOES TO RWY 17. I MADE MY STANDARD CALLS FOR EVERY MI ON THE APCH. AT ABOUT 2 - 1.5 DME OUT, I MADE MY CALL AND THE NEXT RESPONSE WAS, 'XXX DEPARTING VFR ON RWY 35.' AT THIS TIME WE WERE GOING THROUGH 700 FT STILL IMC WITH NO SIGHT OF THE GND. ABOUT 10-15 SECONDS LATER, WE WERE AT 600 FT (IMC). I NOTICED A FEW BREAKS IN THE CLOUDS AND THEN NOTICED A C152 WING GO UNDERNEATH US ABOUT 100-150 FT BELOW (IMC). HE MADE A STANDARD XWIND AND DOWNWIND CALL ALL THE TIME IMC. AFTER WE WENT MISSED APCH, ATC RPTED AN ACFT UNDERNEATH US ON THE APCH.
