Narrative:

The scheduled part 135 commuter flight received a taxi clearance via taxiway C. The captain missed the right turn onto taxiway C and was about to turn right onto runway 19L when ground control advised the flight to stop, which it did. Ground control then advised that the flight was about to incur on an active runway. The hold line was passed, but the runway was not incurred upon. The captain was not paying close enough attention to where he was going and the first officer was running through the taxi checklist and was not 'outside' to backup the captain. The fact that runway 19L is a comparatively small runway contributed to the captain's mistaken belief that he was about to turn onto taxiway C. Fortunately, the ground controller was alert and kept the aircraft from incurring upon runway 19L, though the hold line was passed.

Title: COMMUTER LTT PASSES OVER THE HOLD LINE AFTER ALERT GND CTLR STOPS ACFT PRIOR TO AN ACTUAL RWY INCURSION. UNAUTH RWY ENTRY.

Narrative: THE SCHEDULED PART 135 COMMUTER FLT RECEIVED A TAXI CLRNC VIA TXWY C. THE CAPT MISSED THE R TURN ONTO TXWY C AND WAS ABOUT TO TURN R ONTO RWY 19L WHEN GND CTL ADVISED THE FLT TO STOP, WHICH IT DID. GND CTL THEN ADVISED THAT THE FLT WAS ABOUT TO INCUR ON AN ACTIVE RWY. THE HOLD LINE WAS PASSED, BUT THE RWY WAS NOT INCURRED UPON. THE CAPT WAS NOT PAYING CLOSE ENOUGH ATTN TO WHERE HE WAS GOING AND THE FO WAS RUNNING THROUGH THE TAXI CHKLIST AND WAS NOT 'OUTSIDE' TO BACKUP THE CAPT. THE FACT THAT RWY 19L IS A COMPARATIVELY SMALL RWY CONTRIBUTED TO THE CAPT'S MISTAKEN BELIEF THAT HE WAS ABOUT TO TURN ONTO TXWY C. FORTUNATELY, THE GND CTLR WAS ALERT AND KEPT THE ACFT FROM INCURRING UPON RWY 19L, THOUGH THE HOLD LINE WAS PASSED.
