Narrative:

During routine maintenance to reseal a nose landing gear strut the ground shift was disconnected in order to have the radio rack fans operating while the aircraft was jacked and ground power was being supplied. After the maintenance was completed, the aircraft was lowered without the ground shift reconnected. Since aircraft was in ground mode and now on the ground, all other maintenance went normally without complication. Situation was not noted until flight crew could not operate the airconditioning system due to ground shift rotating on its own to the flight mode. Situation could have been avoided by installing a tag or streamer to the removed bolt in crank as an indication that it was removed. Especially due to it is not normally removed during the reseal of the strut and was an additional item needing attention.

Title: A COMMERCIAL FIXED WING ACFT HAD THE GND SHIFT MECHANISM DISCONNECTED FOR NOSE GEAR MAINT AND NOT RECONNECTED. FOUND AND RECONNECTED PRIOR TO FLT.

Narrative: DURING ROUTINE MAINT TO RESEAL A NOSE LNDG GEAR STRUT THE GND SHIFT WAS DISCONNECTED IN ORDER TO HAVE THE RADIO RACK FANS OPERATING WHILE THE ACFT WAS JACKED AND GND PWR WAS BEING SUPPLIED. AFTER THE MAINT WAS COMPLETED, THE ACFT WAS LOWERED WITHOUT THE GND SHIFT RECONNECTED. SINCE ACFT WAS IN GND MODE AND NOW ON THE GND, ALL OTHER MAINT WENT NORMALLY WITHOUT COMPLICATION. SIT WAS NOT NOTED UNTIL FLC COULD NOT OPERATE THE AIRCONDITIONING SYS DUE TO GND SHIFT ROTATING ON ITS OWN TO THE FLT MODE. SIT COULD HAVE BEEN AVOIDED BY INSTALLING A TAG OR STREAMER TO THE REMOVED BOLT IN CRANK AS AN INDICATION THAT IT WAS REMOVED. ESPECIALLY DUE TO IT IS NOT NORMALLY REMOVED DURING THE RESEAL OF THE STRUT AND WAS AN ADDITIONAL ITEM NEEDING ATTN.
