Narrative:
Due to moderate to severe turbulence we were unable to maintain our assigned altitude of 4000 ft MSL. It was as if we were in a wave, with power back and forward yoke the aircraft climbed to 4300 ft MSL per our altimeter. ATC stated he showed us at 4400 ft MSL. Our altimeter was set to concord's current altimeter setting prior to departure. 2 mins after ATC advised us of our altitude, they gave us 6000 ft MSL as an assigned altitude and the air was smooth for the rest of our flight, no further altitude problems. We were IMC for 80% of the flight in light rain and very light rime ice. At the time the turbulence hit us we were just leveling off and was unable to correct the altitude deviation without over stressing the aircraft.

Title: A GOV SMT IN IMC WAS UNABLE TO MAINTAIN 4000 FT DUE TO SEVERE TURB. ACFT CLBED TO 4400 FT. DEP CTLR ASSIGNED 6000 FT AND THE ACFT WAS ABLE TO MAINTAIN ALT IN SMOOTH AIR.
Narrative: DUE TO MODERATE TO SEVERE TURB WE WERE UNABLE TO MAINTAIN OUR ASSIGNED ALT OF 4000 FT MSL. IT WAS AS IF WE WERE IN A WAVE, WITH PWR BACK AND FORWARD YOKE THE ACFT CLBED TO 4300 FT MSL PER OUR ALTIMETER. ATC STATED HE SHOWED US AT 4400 FT MSL. OUR ALTIMETER WAS SET TO CONCORD'S CURRENT ALTIMETER SETTING PRIOR TO DEP. 2 MINS AFTER ATC ADVISED US OF OUR ALT, THEY GAVE US 6000 FT MSL AS AN ASSIGNED ALT AND THE AIR WAS SMOOTH FOR THE REST OF OUR FLT, NO FURTHER ALT PROBS.
