Narrative:

WX was marginal with light to moderate freezing rain. Numerous aircraft going through de-ice/anti-ice procedures and blocking txwys. We were cleared to taxi via ramp wbound to tango and thence back-taxi on runway 9L to position and hold. While tower cleared other aircraft across the departure end of runway 9L we performed a static engine runup for 15 seconds. Just as we finished and looked back outside, we saw the ATR coming at us taxiing at a fairly high rate without any taxi lights on. Estimated range at this time 500-1000 ft. We gangloaded our lights and the ATR quickly stopped and veered to the edge of the runway. ATR pilot when queried by us said he had not seen us until we turned on all lights. (We had the position lights and rotating beacon on initially.) tower seemed confused about the situation and made no call to the ATR about us being in position for takeoff nor to us about the ATR taxiing towards us. This could easily have been a ground collision if we had not seen the ATR until a few seconds or less later.

Title: B737-200 ACFT IN POS ON RWY WAITING TKOF IN MARGINAL WX AND NIGHT, FLC SAW AN ATR ACFT BACK-TAXIING ON THE RWY TOWARD THEM AT A FAST TAXI SPD. RPTR ACFT TURNED ON ALL LIGHTS AND THE OTHER ACFT VEERED TO SIDE OF RWY AND STOPPED. RPTR FLC QUESTIONED ACFT IF THEY HAD SEEN THEM AND THEY HAD NOT. TWR DIDN'T COMMUNICATE WITH EITHER ACFT, EVEN FOLLOWING THE INCIDENT.
