Narrative:

On approach to lax ILS runway 25L side-step runway 25R commuter aircraft was told to follow but passed us and cut in front before we had runway in sight. We had to move over fast and could not go around or we would have hit him. Reported visibility 7 mi, but looking into sun and had only about 2 mi. Should not allow this type of approach under these conditions or have other aircraft mandated not to pass.

WE HAD TO MOVE OVER FAST AND COULD NOT GAR OR WE WOULD HAVE HIT HIM. RPTED VISIBILITY 7 MI, BUT LOOKING INTO SUN AND HAD ONLY ABOUT 2 MI. SHOULD NOT ALLOW THIS TYPE OF APCH UNDER THESE CONDITIONS OR HAVE OTHER ACFT MANDATED NOT TO PASS.
