Narrative:
I was not on board the aircraft I am describing. I am sure the pilots on board are oblivious to any safety hazard. I was taxiing to the deice pad in dtw, when I heard another aircraft report on ground control 'XXXX clear of runway 3L for gate YYYY.' but, when I looked over, about 250 yards distant, it was clear that XXXX was not clear of runway 3L. He had turned off runway 3L at (inactive) runway 9L, and with no one in his way, stopped dead with his tail still sticking out into the runway. In the distance I could see the landing lights of another aircraft over the approach lights about to land on runway 3L. I hope the danger of this situation is obvious to the reader. I am writing this report because this is not an isolated incident. There are, I'm afraid, many ATP's out there flying transport aircraft who think they are clear of the active runway if the cockpit is across the runway edge lights. They are more worried about blocking a taxiway than being struck by a landing or departing B757. We need an educational program to remedy this and emphasize that taxiing aircraft should give way to aircraft clearing the runway.

Title: ACR PIC, AS OBSERVER X, NOTES THAT IN CERTAIN CASES, LNDG ACFT RPTING CLR OF RWY STILL HAVE THEIR TAILS WITHIN THE RWY CONFINES.
Narrative: I WAS NOT ON BOARD THE ACFT I AM DESCRIBING. I AM SURE THE PLTS ON BOARD ARE OBLIVIOUS TO ANY SAFETY HAZARD. I WAS TAXIING TO THE DEICE PAD IN DTW, WHEN I HEARD ANOTHER ACFT RPT ON GND CTL 'XXXX CLR OF RWY 3L FOR GATE YYYY.' BUT, WHEN I LOOKED OVER, ABOUT 250 YARDS DISTANT, IT WAS CLR THAT XXXX WAS NOT CLR OF RWY 3L. HE HAD TURNED OFF RWY 3L AT (INACTIVE) RWY 9L, AND WITH NO ONE IN HIS WAY, STOPPED DEAD WITH HIS TAIL STILL STICKING OUT INTO THE RWY.
