Narrative:
Aircraft owner has refused to comply with airworthiness directive 93-24-15 due to owner never flying at night. I disconnected the rheostat and placarded the aircraft for day VFR only. This aircraft flew only 13 hours this past yr and a total of 25 hours from the airworthiness directive all at day. The aircraft is based at my home field. Callback conversation with reporter revealed the following information: the owner refused to have airworthiness directive 93-24-15 accomplished because of the cost of the part. The approved rheostat cost was $60.00 plus installation. The rheostat controls the headliner light intensity and is not used in daylight. The owner only flies in daylight. Reporter disconnected the wiring to the rheostat, insulated and tied back the wiring. The reporter has not been contacted by the FAA.

Title: A C150 WAS RETURNED TO SVC WITH AIRWORTHINESS ITEM NOT ACCOMPLISHED DUE TO ACFT OWNER'S REFUSAL.
Narrative: ACFT OWNER HAS REFUSED TO COMPLY WITH AIRWORTHINESS DIRECTIVE 93-24-15 DUE TO OWNER NEVER FLYING AT NIGHT. I DISCONNECTED THE RHEOSTAT AND PLACARDED THE ACFT FOR DAY VFR ONLY. THIS ACFT FLEW ONLY 13 HRS THIS PAST YR AND A TOTAL OF 25 HRS FROM THE AIRWORTHINESS DIRECTIVE ALL AT DAY. THE ACFT IS BASED AT MY HOME FIELD.
