Narrative:
We were sbound on UG426 near the tokot intersection from panama to quito. Panama had cleared us to FL330. We had just switched to bogota control. We were told to maintain FL310. The TCASII went from white to yellow. The traffic was indicating FL310. We climbed to avoid the conflict.

Title: AN ACR B727 WHO HAD JUST BEEN CHANGED FROM 1 FOREIGN ARTCC TO ANOTHER RECEIVED A TCASII TA ON AN UNKNOWN ACFT AT THE SAME ALT. THE B727 CLBED TO 700 FT TO AVOID A CONFLICT. NO TFC WAS SEEN OTHER THAN ON THE TCASII.
