Narrative:
I was the PF from right seat. The oc captain received and set 13000 ft in the altitude alert. At 10800 ft the controller said our assigned altitude was 10000 ft. I started a descent back to 10000 ft and then controller reclred us to climb to 17000 ft. We asked if there was any traffic conflict and he said no. Supplemental information from acn 358577: I was new to the area and thought that 13000 ft was a local altitude. Should have gone with my instinct and verify the altitude assign.

SUPPLEMENTAL INFO FROM ACN 358577: I WAS NEW TO THE AREA AND THOUGHT THAT 13000 FT WAS A LCL ALT. SHOULD HAVE GONE WITH MY INSTINCT AND VERIFY THE ALT ASSIGN.
