Narrative:
Sbound on air 160 degree radial 70 mi south at FL330, asked by ATC to turn 15 degrees left and expedite to FL290. Started a turn and 2000 FPM descent to assigned altitude. At about FL310 received a TCASII RA 'climb, climb.' I started a climb, and 10 seconds later got 'monitor vertical speed.' ATC issued another turn to 090 degrees. Started the turn with descent and received another TCASII RA 'climb, climb.' I started another climb to receive a 'monitor vertical speed.' the first RA was from an air carrier (Z) flight and the second was from another air carrier (a) flight as both flts responded similar RA's in opposite directions. This incident was brought on by a air carrier Y, a 'lifeguard' flight that was also flying to richmond, and probably caused the controller on 133.07 to leave us high and caused the conflict during our descent. Supplemental information from acn 358797: a 'lifeguard' checked on frequency. An effort was made by ATC to expedite the lifeguard en route to ric.

Title: ACR DC9 IS ISSUED A RAPID DSCNT AND TURN THROUGH AN OCCUPIED ALT. THE DC9 FLC RECEIVE A TCASII RA TO CLB AND COMPLY WITH INSTRUCTIONS. UPON LEVELING OFF AND STARTING A DSCNT AGAIN, THE DC9 RECEIVED ANOTHER TCASII RA TO CLB. BOTH RA'S APPEARED TO BE CAUSED BY 2 DIFFERENT ACR'S WHO ALSO WERE REACTING TO TCASII RA'S.
