Narrative:
Situation: was moving aircraft from first officer to the USA with maintenance being performed on aircraft while in first officer, with the aircraft being operated by a first officer operator. Aircraft was always register to corp XXX. Prior to bringing aircraft back to USA company maintenance reviewed first officer maintenance performed. Also reviewed logbooks. A company ai signed logbooks and placed aircraft on corp XXX approved maintenance program. Aircraft departed first officer and returned to the USA. Upon return to USA, aircraft and crew cleared united states customs. Also FAA from local FSDO reviewed logbooks and has indicated there may be a problem with the maintenance performed in first officer. The signoffs of the maintenance and returning of the aircraft to corp XXX approved maintenance program. The FAA inspector has indicated that the aircraft was not returned to the maintenance program per far 91.409. At this writing corp XXX representative believes the regulation was satisfied and aircraft was ok to return to the united states of america without special permits. However, FAA has indicated they are reviewing this problem.

Title: FALCON DA20 ON LEASE TO A FO CARRIER IS RETURNED TO THE UNITED STATES AND FSDO FEARS POSSIBLE VIOLATION OF FAR 91 PT 409 AND IS REVIEWING THE PROB.
Narrative: SIT: WAS MOVING ACFT FROM FO TO THE USA WITH MAINT BEING PERFORMED ON ACFT WHILE IN FO, WITH THE ACFT BEING OPERATED BY A FO OPERATOR. ACFT WAS ALWAYS REGISTER TO CORP XXX. PRIOR TO BRINGING ACFT BACK TO USA COMPANY MAINT REVIEWED FO MAINT PERFORMED. ALSO REVIEWED LOGBOOKS. A COMPANY AI SIGNED LOGBOOKS AND PLACED ACFT ON CORP XXX APPROVED MAINT PROGRAM. ACFT DEPARTED FO AND RETURNED TO THE USA. UPON RETURN TO USA, ACFT AND CREW CLRED UNITED STATES CUSTOMS. ALSO FAA FROM LCL FSDO REVIEWED LOGBOOKS AND HAS INDICATED THERE MAY BE A PROB WITH THE MAINT PERFORMED IN FO. THE SIGNOFFS OF THE MAINT AND RETURNING OF THE ACFT TO CORP XXX APPROVED MAINT PROGRAM. THE FAA INSPECTOR HAS INDICATED THAT THE ACFT WAS NOT RETURNED TO THE MAINT PROGRAM PER FAR 91.409. AT THIS WRITING CORP XXX REPRESENTATIVE BELIEVES THE REG WAS SATISFIED AND ACFT WAS OK TO RETURN TO THE UNITED STATES OF AMERICA WITHOUT SPECIAL PERMITS.
