Narrative:
Flight made from tijuana, mexico (mmtj) to sdm, ca. Flight was VFR after tower closed at mmtj to sdm where tower was also closed. San approach control was contacted prior to landing at sdm. A VFR flight plan was not filed, however, united states customs were contacted prior to departure from mexico. Also, per san FSS, the only reason the VFR flight plan is needed is to advise united states customs of your arrival. Also, phone contact was attempted from tijuana, mexico, to san FSS. However, crew was unable to get through to file flight plan. Also, mexican officials were closed at tijuana, mexico, so they were unable to file a flight plan. The company contacted united states customs of our arrival time because of the flight planning problem. Also, calls to san FSS said they would not file a flight plan from mexico to united states. That would be a function of mexico. Since they were closed this was not possible. Also, the total flight is a distance less than 3 mi. Opening a flight plan with this distance would be unsafe. Contact was made with san approach advising of our situation and landing airport. Also, united states customs had no problem with what happened. Solution: possible advance filing made through a united states FSS.

Title: FALCON 20 FLEW FROM MEXICO TO SAN THROUGH THE ADIZ WITHOUT FILING A FLT PLAN. HIS EXCUSE WAS THE MEXICAN FACILITY WAS CLOSED AND HE WAS UNABLE TO FILE UNTIL THE NEXT DAY.
Narrative: FLT MADE FROM TIJUANA, MEXICO (MMTJ) TO SDM, CA. FLT WAS VFR AFTER TWR CLOSED AT MMTJ TO SDM WHERE TWR WAS ALSO CLOSED. SAN APCH CTL WAS CONTACTED PRIOR TO LNDG AT SDM. A VFR FLT PLAN WAS NOT FILED, HOWEVER, UNITED STATES CUSTOMS WERE CONTACTED PRIOR TO DEP FROM MEXICO. ALSO, PER SAN FSS, THE ONLY REASON THE VFR FLT PLAN IS NEEDED IS TO ADVISE UNITED STATES CUSTOMS OF YOUR ARR. ALSO, PHONE CONTACT WAS ATTEMPTED FROM TIJUANA, MEXICO, TO SAN FSS. HOWEVER, CREW WAS UNABLE TO GET THROUGH TO FILE FLT PLAN. ALSO, MEXICAN OFFICIALS WERE CLOSED AT TIJUANA, MEXICO, SO THEY WERE UNABLE TO FILE A FLT PLAN.
