Narrative:

The commuter aircraft (air carrier X) was on V16 nebound, descending to 8000 ft. The B737 (air carrier Y), was nwbound, climbing to 8000 ft. As the relieving controller, I was told that air carrier X was descending to 9000 ft reference air carrier Y climbing to 8000 ft. 15 seconds after I sat down, I realized that air carrier X was at 8300 ft, so I climbed him to 9000 ft and exchanged traffic. Each aircraft saw each other.

Title: A COMMUTER SF34 ACFT WAS ISSUED A DSCNT BY MISTAKE TO 8000 FT INSTEAD OF 9000 FT, WITH A B737 CLBING TO 8000 FT. A CTLR RELIEVING THE POS NOTICED THE SF34 AT 8300 FT AND CLBED THE ACFT TO 9000 FT, BUT NOT BEFORE LTSS OCCURRED.

EACH ACFT SAW EACH OTHER.
