Narrative:
On a flight to stl we experienced a runaway trim control, in which the circuit breaker popped and the situation was taken care of in the air without incident. On the ground I called maintenance over the phone and told them the problem. The maintenance person told me to MEL the trim system. I told him the MEL does not address the circuit breaker being popped and did not think I could MEL it. He said I could pull and tywrap or if already popped, tywrap it as per his instructions. I tywrapped the circuit breaker as per his instructions and also stated that in maintenance log write-up. I then flew the aircraft back to milwaukee where it was fixed. If what he told he is true, I feel it should be stated in the MEL that the pilot can do that with the circuit breakers.

Title: BE02 ACFT FLOWN ILLEGALLY IN A REVENUE FLT WITH CIRCUIT BREAKER FOR ELECTRIC STABILIZER TRIM MOTOR WIRED OUT. NOT AUTH BY MEL. MAINT PERFORMED BY PIC. MEL AND LOGBOOK NOTATIONS SIGNED BY PIC.
Narrative: ON A FLT TO STL WE EXPERIENCED A RUNAWAY TRIM CTL, IN WHICH THE CIRCUIT BREAKER POPPED AND THE SIT WAS TAKEN CARE OF IN THE AIR WITHOUT INCIDENT. ON THE GND I CALLED MAINT OVER THE PHONE AND TOLD THEM THE PROB. THE MAINT PERSON TOLD ME TO MEL THE TRIM SYS. I TOLD HIM THE MEL DOES NOT ADDRESS THE CIRCUIT BREAKER BEING POPPED AND DID NOT THINK I COULD MEL IT. HE SAID I COULD PULL AND TYWRAP OR IF ALREADY POPPED, TYWRAP IT AS PER HIS INSTRUCTIONS. I TYWRAPPED THE CIRCUIT BREAKER AS PER HIS INSTRUCTIONS AND ALSO STATED THAT IN MAINT LOG WRITE-UP. I THEN FLEW THE ACFT BACK TO MILWAUKEE WHERE IT WAS FIXED. IF WHAT HE TOLD HE IS TRUE, I FEEL IT SHOULD BE STATED IN THE MEL THAT THE PLT CAN DO THAT WITH THE CIRCUIT BREAKERS.
