Narrative:
Flight from lgb to chino. Prepared for landing at chino. Wheels switched down, no wheel lock light (green light). Flew downwind and advised tower. Tower had us fly by, confirmed wheels partially down. Advised chino tower returning to lgb. Chino tower replied they would advise lgb we were coming back. Contacted lgb tower. Manually cranked down wheels into lock position. Tower asked us to fly by for visual on landing gear. After fly-by, tower asked the fire department to stand by. We did not declare emergency for fire equipment. Landed safely, went to aircraft facility for inspection. Switch problem corrected and gear motor replaced. This is the problem: overzealous security guard claimed we declared emergency and turned us in to FAA. A slight argument ensued. My passenger and I advised him that there was no emergency declared, and that the tower called for fire equipment on their own. Security guard advised us he was turning me in to FAA for declaring an emergency. This is my response to that. Feel there is no problem, but this is follow-up in case there in one.

Title: PVT PLT'S ACFT UNABLE TO EXTEND GEAR BY NORMAL MEANS. CRANKS DOWN GEAR FOR TWR FLY-BY. TWR DECLARES EMER. SECURITY GUARD TURNS PLT INTO FAA FOR DECLARING EMER.
Narrative: FLT FROM LGB TO CHINO. PREPARED FOR LNDG AT CHINO. WHEELS SWITCHED DOWN, NO WHEEL LOCK LIGHT (GREEN LIGHT). FLEW DOWNWIND AND ADVISED TWR. TWR HAD US FLY BY, CONFIRMED WHEELS PARTIALLY DOWN. ADVISED CHINO TWR RETURNING TO LGB. CHINO TWR REPLIED THEY WOULD ADVISE LGB WE WERE COMING BACK. CONTACTED LGB TWR. MANUALLY CRANKED DOWN WHEELS INTO LOCK POS. TWR ASKED US TO FLY BY FOR VISUAL ON LNDG GEAR. AFTER FLY-BY, TWR ASKED THE FIRE DEPT TO STAND BY. WE DID NOT DECLARE EMER FOR FIRE EQUIP.
