Narrative:

PF requested flaps 28 degrees during approach. PNF inadvertently selected flaps 23 degrees. PF slowed to approach speed based on flaps 28 degrees. Perhaps flaps 23 degrees should only be dialed in when PF intends to use this flap setting to prevent it from being inadvertently selected -- especially at night.
