Narrative:
PF requested flaps 28 degrees during approach. PNF inadvertently selected flaps 23 degrees. PF slowed to approach speed based on flaps 28 degrees. Perhaps flaps 23 degrees should only be dialed in when PF intends to use this flap setting to prevent it from being inadvertently selected -- especially at night.

Title: MD80 SUPER 80 MADE APCH WITH 23 DEGS FLAPS INSTEAD OF THE 28 DEGS REQUESTED BY THE PF. 23 DEGS IS A TKOF SETTING. IT IS PROBABLE THAT THE FLAP BUG WAS NOT RESET TO ZERO AFTER TKOF.
