Narrative:

Warrior cut off beechcraft duchess 76 on final approach for runway 12. We (flight instructor and myself) witnessed it. Warrior didn't know or didn't spot duchess aircraft approximately 60-70 yards behind warrior. Our position right downwind for runway 12. Prescott tower needs radar. With training facility X at peak hours of training in pattern, it can become very hairy for pilots and controllers to coordinate traffic in the pattern. Especially when training controllers are handling training aircraft!

Title: RPTR IN ACFT #3 WITNESSED A PIPER WARRIOR, WHO WAS #2 IN THE PATTERN, TURN IN FRONT OF THE BEECHCRAFT DUCHESS WHO WAS SUPPOSED TO BE #1. A 200 FT NMAC RESULTED. RPTR FEELS LACK OF TWR RADAR WITH SATURATED TFC PATTERN (WITH STUDENTS) AND CTLR TRAINING WERE FACTORS IN EVENT. TFC WAS USING L AND R PATTERNS SIMULTANEOUSLY.

WITH TRAINING FACILITY X AT PEAK HRS OF TRAINING IN PATTERN, IT CAN BECOME VERY HAIRY FOR PLTS AND CTLRS TO COORDINATE TFC IN THE PATTERN. ESPECIALLY WHEN TRAINING CTLRS ARE HANDLING TRAINING ACFT!
