Narrative:
On feb/thu/97 at XX16 I landed a bell 206 biii helicopter on an oil and gas platform in the gulf of mexico. Already on the platform was a BH206L helicopter, shut down with the blades tied down. I landed my helicopter next to the other one and shut it down and tied down the blades. I went down stairs to the quarters. While I was downstairs, the other pilot came upstairs and untied his rotor blade, but did not swing the blade out. He then went back downstairs. I then went upstairs and untied my blade and swung it out perpendicular to the helicopter. I did not know the other pilot untied his blades. He did not tell me this. I started my helicopter and was bringing it up to 100% N2 when the blade from the other helicopter swung around and made contact with my operating rotor disc. I then shut down my helicopter. 1 blade on each helicopter received minimal damage.

Title: AN ATX BELL 206III WAS STRUCK BY A ROTOR BLADE OF A PARKED BELL 206L WHEN THE PLT STARTED, AND BROUGHT HIS ROTOR BLADES UP TO SPD WHILE PARKED NEXT TO THE OTHER HELI. THE ROTOR BLADES OF THE OTHER HELI WERE UNTIED BY THE OTHER PLT WITHOUT RPTR'S KNOWLEDGE. THERE WAS MINOR DAMAGE TO BOTH HELI'S ROTOR BLADES.

I THEN WENT UPSTAIRS AND UNTIED MY BLADE AND SWUNG IT OUT PERPENDICULAR TO THE HELI. I DID NOT KNOW THE OTHER PLT UNTIED HIS BLADES. HE DID NOT TELL ME THIS.
