Narrative:

I made an uneventful approach at chino airport, ca, on feb/thu/97 at approximately PM00 local. Tower reported winds light and variable. I touched down near the numbers and was on rollout with tailwheel down in a citabria, 7ECA. I attempted to apply the brakes lightly when the right hand brake locked up. I immediately applied left brake to counteract the aircraft veering to the right with no response. It continued to turn right until it was facing opposite of landing direction. Damage was broken wheel brake left wheel. When I checked out in this aircraft the owner and myself were taxiing when the left brake locked up and couldn't be released until several actuations of the brake lever had been made. The aircraft had been annualed prior to this incident I'm writing about.

Title: PVT PLT IN CITABRIA DURING LNDG PROC ROLLOUT EXPERIENCES LOSS OF ACFT CTL, GND LOOPS.

Narrative: I MADE AN UNEVENTFUL APCH AT CHINO ARPT, CA, ON FEB/THU/97 AT APPROX PM00 LCL. TWR RPTED WINDS LIGHT AND VARIABLE. I TOUCHED DOWN NEAR THE NUMBERS AND WAS ON ROLLOUT WITH TAILWHEEL DOWN IN A CITABRIA, 7ECA. I ATTEMPTED TO APPLY THE BRAKES LIGHTLY WHEN THE R HAND BRAKE LOCKED UP. I IMMEDIATELY APPLIED L BRAKE TO COUNTERACT THE ACFT VEERING TO THE R WITH NO RESPONSE. IT CONTINUED TO TURN R UNTIL IT WAS FACING OPPOSITE OF LNDG DIRECTION. DAMAGE WAS BROKEN WHEEL BRAKE L WHEEL. WHEN I CHKED OUT IN THIS ACFT THE OWNER AND MYSELF WERE TAXIING WHEN THE L BRAKE LOCKED UP AND COULDN'T BE RELEASED UNTIL SEVERAL ACTUATIONS OF THE BRAKE LEVER HAD BEEN MADE. THE ACFT HAD BEEN ANNUALED PRIOR TO THIS INCIDENT I'M WRITING ABOUT.
