Narrative:
I filed an IFR clearance out of omn (uncontrolled airport). Flight service was reporting 1000 ft ceilings at an airport in its location, so I decided to pick up my clearance in the air. Once I got in the air, I started to encounter ceiling at about 300- 400 ft AGL. I tried to pick up my clearance from dab approach, but their congestion caused a delay. After I contacted them I was issued a squawk code for my transponder. I was then told by ATC my transponder was inoperative. I was then told to proceed back to omn VFR. At this time VFR was impossible to achieve. I momentarily violated minimums until I was issued IFR into omn.

Title: PLT OF A PIPER SENECA, PA34T, TOOK OFF VFR AND CLBED INTO OVCST AT 400 FT. HE THOUGHT THAT THE WX WAS BETTER AND THAT HE WOULD PICK UP A CLRNC AIRBORNE. SINCE ATC WAS BUSY, HE COULD NOT GET AN IFR CLRNC UNTIL IN IMC. HE FINALLY GOT ONE WITH WHICH TO RETURN AND LAND.
Narrative: I FILED AN IFR CLRNC OUT OF OMN (UNCTLED ARPT). FLT SVC WAS RPTING 1000 FT CEILINGS AT AN ARPT IN ITS LOCATION, SO I DECIDED TO PICK UP MY CLRNC IN THE AIR. ONCE I GOT IN THE AIR, I STARTED TO ENCOUNTER CEILING AT ABOUT 300- 400 FT AGL. I TRIED TO PICK UP MY CLRNC FROM DAB APCH, BUT THEIR CONGESTION CAUSED A DELAY. AFTER I CONTACTED THEM I WAS ISSUED A SQUAWK CODE FOR MY XPONDER. I WAS THEN TOLD BY ATC MY XPONDER WAS INOP. I WAS THEN TOLD TO PROCEED BACK TO OMN VFR. AT THIS TIME VFR WAS IMPOSSIBLE TO ACHIEVE. I MOMENTARILY VIOLATED MINIMUMS UNTIL I WAS ISSUED IFR INTO OMN.
