Narrative:

Traffic conflict in the guatemala airport terminal area. On feb/xx/97, a near midair while on approach to gua. WX was partly cloudy. Flight was cleared for the VOR DME -- runway 01 while crossing rabinal VOR in a descent to 11000 ft. Outbound on the rab 184 degree radial, inbound to aur VOR, we received a TCASII alert to climbing traffic at our 12 O'clock position. An air carrier B757 departing gua on the rabinal 2 departure. Within about 2-3 mi of each other, we attained visual and radio contact and each aircraft made additional 30 degree turn- aways to attain acceptable clearance. The underlying problem is the rabinal 2 departure conflicts with the standard arrivals using gua runway 01. Both use the aur 004/rab 184 degree radials. Standard takeoff clearance from gua runway 01 has been the rabinal 2 departure with an unrestr climb to cruise altitude. This obviously conflicts with arrivals from the north over rab. I would suggest an message to warn of this problem on all gua related flts and further investigations and recommendations by our people to safeguard against this accident waiting to happen. On flts from gua we have been filed northbound on UG765. I suggest filing for UR630 to bze and UB764 northbound this will allow us to use the palma 1 departure and avoid these conflicts.

RPTR AND OTHER ACFT WERE IN VISUAL AS WELL AS RADIO CONTACT AND EACH TOOK EVASIVE ACTION. RPTR RECOMMENDS THAT FLTS NBOUND FROM GUA FILE ROUTING UR630 TO BZE AND UB764 TO PRECLUDE SUCH CONFLICTS.

I WOULD SUGGEST AN MESSAGE TO WARN OF THIS PROB ON ALL GUA RELATED FLTS AND FURTHER INVESTIGATIONS AND RECOMMENDATIONS BY OUR PEOPLE TO SAFEGUARD AGAINST THIS ACCIDENT WAITING TO HAPPEN. ON FLTS FROM GUA WE HAVE BEEN FILED NBOUND ON UG765. I SUGGEST FILING FOR UR630 TO BZE AND UB764 NBOUND THIS WILL ALLOW US TO USE THE PALMA 1 DEP AND AVOID THESE CONFLICTS.
