Narrative:

Pilot, after being cleared for ILS approach at tvc, was not switched to tower frequency by ZMP. Pilot never contacted tower and landed runway 28 without any landing clearance. There was snow removal equipment on the runway at the time. Aircraft landed between 2 plows. Nearest plow was approximately 2000 ft from aircraft. Supplemental information from acn 361121: atx C404 inbound to tvc from southeast for ILS. Tvc calls and advises ZMP bran. Asks how far out the C404 is. ZMP advises tvc that the C404 is approximately 6-7 mins out and 10 mi from gwenn (OM). Tvc tower told ZMP to hold the C404 while they 'bladed' the runway. C404 was then advised of the situation and cleared into the hold at gwenn at 3000 ft. This all occurred prior to my taking over the sector, but I was plugged in, ready for the relief briefing and was aware of the situation. XA35Z, I gave C404 revised efc and called tower for an updated time since the '10-15 mins' they had advised us it would take to plow the runway had already lapsed. They advised me (ZMP) that it would be 2-3 mins more. XA37Z, tvc tower called ZMP and advised 'plowed 120 ft wide with thin slush on runway -- brap, bring 'em in.' XA38Z, ZMP cleared C404 for ILS runway 28 approach at tvc. I did not issue a new position report to the tower since they were the ones who initiated the hold in the first place. Also, automation should give them updated times. I inadvertently omitted a frequency change to tvc tower. XA40Z, tvc tower calls ZMP (new controller on position at ZMP). Tvc asks ZMP who the aircraft was that landed without a clearance. Tvc controller was not happy! The ZMP controller advises he figures it is C404 but he's not sure. Tvc says aircraft landed with plows on the runway. What caused problem: I feel 1) aircraft landing without clearance to land. He only had approach clearance. 2) tower told us to 'bring 'em in' when they still had plows on the runway. I feel strongly that no new position report had no factor since they knew the aircraft was in the hold at gwenn OM and had had a prior position report. Contributing factor: I never switched aircraft to tower frequency. However, if he hadn't landed without a clearance and rather executed a missed approach, no error would have occurred.

I FEEL STRONGLY THAT NO NEW POS RPT HAD NO FACTOR SINCE THEY KNEW THE ACFT WAS IN THE HOLD AT GWENN OM AND HAD HAD A PRIOR POS RPT. CONTRIBUTING FACTOR: I NEVER SWITCHED ACFT TO TWR FREQ. HOWEVER, IF HE HADN'T LANDED WITHOUT A CLRNC AND RATHER EXECUTED A MISSED APCH, NO ERROR WOULD HAVE OCCURRED.
