Narrative:

I work for a part 91 corporate operator. Until just recently I served as only a line captain in a 2 pilot department. The chief pilot recently resigned from the company, and I recently became responsible for all aspects of the departure. I just recently was given access to all information regarding our aircraft maintenance -- including logs, history, maintenance program prior to just recently, I was kept out of all aspects of maintenance. I am doing my best to ensure that all maintenance requirements are complied with appropriately. However, in the course of a major scheduled inspection on our plane, there was a lot of discovery that required maintenance and regulation compliance and may have been contrary to FARS in the past. In the past, all I could do was ensure the plane was safe for flight in accordance with far 91.7(B). I had no way to determine the technical airworthiness of the plane because I had no access to any information. The previous person responsible kept it all a secret, and now it is obvious why he did. It's apparent that his ignorance about maintenance required under the FARS was overwhelming. It is my intent to take this plane out of this major inspection with all FARS complied with 100% in every way. I am currently working with the FBO maintenance facility in order to accomplish this. I will not fly this airplane until all FARS are complied with. This other pilot's ignorance makes me wonder if part 61 curriculums should be changed to better educate pilots on the maintenance aspects of operating planes.

Title: A BEECHJET UNDERGOING MAJOR INSPECTION WAS FOUND IN NON COMPLIANCE WITH FARS.

Narrative: I WORK FOR A PART 91 CORPORATE OPERATOR. UNTIL JUST RECENTLY I SERVED AS ONLY A LINE CAPT IN A 2 PLT DEPT. THE CHIEF PLT RECENTLY RESIGNED FROM THE COMPANY, AND I RECENTLY BECAME RESPONSIBLE FOR ALL ASPECTS OF THE DEP. I JUST RECENTLY WAS GIVEN ACCESS TO ALL INFO REGARDING OUR ACFT MAINT -- INCLUDING LOGS, HISTORY, MAINT PROGRAM PRIOR TO JUST RECENTLY, I WAS KEPT OUT OF ALL ASPECTS OF MAINT. I AM DOING MY BEST TO ENSURE THAT ALL MAINT REQUIREMENTS ARE COMPLIED WITH APPROPRIATELY. HOWEVER, IN THE COURSE OF A MAJOR SCHEDULED INSPECTION ON OUR PLANE, THERE WAS A LOT OF DISCOVERY THAT REQUIRED MAINT AND REG COMPLIANCE AND MAY HAVE BEEN CONTRARY TO FARS IN THE PAST. IN THE PAST, ALL I COULD DO WAS ENSURE THE PLANE WAS SAFE FOR FLT IN ACCORDANCE WITH FAR 91.7(B). I HAD NO WAY TO DETERMINE THE TECHNICAL AIRWORTHINESS OF THE PLANE BECAUSE I HAD NO ACCESS TO ANY INFO. THE PREVIOUS PERSON RESPONSIBLE KEPT IT ALL A SECRET, AND NOW IT IS OBVIOUS WHY HE DID. IT'S APPARENT THAT HIS IGNORANCE ABOUT MAINT REQUIRED UNDER THE FARS WAS OVERWHELMING. IT IS MY INTENT TO TAKE THIS PLANE OUT OF THIS MAJOR INSPECTION WITH ALL FARS COMPLIED WITH 100% IN EVERY WAY. I AM CURRENTLY WORKING WITH THE FBO MAINT FACILITY IN ORDER TO ACCOMPLISH THIS. I WILL NOT FLY THIS AIRPLANE UNTIL ALL FARS ARE COMPLIED WITH. THIS OTHER PLT'S IGNORANCE MAKES ME WONDER IF PART 61 CURRICULUMS SHOULD BE CHANGED TO BETTER EDUCATE PLTS ON THE MAINT ASPECTS OF OPERATING PLANES.
