Narrative:
I was employed to perform an annual inspection on a model 35 beech bonanza. I received 2 logbooks and associated documents before the inspection and made the appropriate airworthiness directive checks and familiarized myself with the aircraft by way of the paperwork. When I arrived to inspect this aircraft it was almost immediately obvious that the aircraft was severely maintenance deficient. Over the course of the day I wrote up well over 20 airworthiness items. In attempting to deal with these items the aircraft owner has hired a mechanic to work on the aircraft. A recent discussion with this mechanic has revealed that this aircraft owner has attempted to deceive both him and me by concealing unairworthy items and lying about others. While attempting to perform an honest, professional inspection, I can no longer have confidence that other airworthiness items remain to be discovered due to the lies and deception on the aircraft owner. Over 8 months have passed since the inspection and I do not know what I could have done then or now that would have produced a more accurate inspection when someone purposely lies and conceals maintenance conditions. I have had informal discussions with an FAA inspector concerning what to do in such a case (no specifics) but I can find no suitable way to deal with this type of event within existing regulations.

Title: A BEECH BONANZA 35 UNDERGOING ANNUAL INSPECTION HAD IN EXCESS OF 20 AIRWORTHINESS DISCREPANCIES. THE INSPECTOR WHO WROTE THE RPTS SUSPECTS THE WORK WAS NOT ACCOMPLISHED.
Narrative: I WAS EMPLOYED TO PERFORM AN ANNUAL INSPECTION ON A MODEL 35 BEECH BONANZA. I HAVE HAD INFORMAL DISCUSSIONS WITH AN FAA INSPECTOR CONCERNING WHAT TO DO IN SUCH A CASE (NO SPECIFICS) BUT I CAN FIND NO SUITABLE WAY TO DEAL WITH THIS TYPE OF EVENT WITHIN EXISTING REGS.
