Narrative:
During descent, given clearance from 14000 ft to 10000 ft. Read back clearance and leveled off at 10000 ft. After landing, told to call center on telephone. I was advised that I leveled off at 10000 ft and should have leveled off at 11000 ft, because 11000 ft was my clearance altitude. I never acknowledged or read back an 11000 ft clearance. I do recall that the controller was extremely busy, issuing many clrncs to numerous aircraft. He was also denying radar advisory service to many aircraft because he was so busy and overloaded with IFR traffic. I do not recall receiving or acknowledging an 11000 ft clearance. There were no traffic conflicts or TCASII advisories. If I was at the incorrect altitude, why did the controller allow me to continue flight at that altitude. I never received any altitude corrections or advisory about altdevs until I returned the telephone call, once on the ground.

Title: ATC ALLEGES THAT AN A300 WAS CLRED TO DSND TO 11000 FT. CLRNC DISPUTED AS FLC INSISTS THEY WERE CLRED TO 10000 FT. ACFT GOT TO 10000 FT.
Narrative: DURING DSCNT, GIVEN CLRNC FROM 14000 FT TO 10000 FT. READ BACK CLRNC AND LEVELED OFF AT 10000 FT. AFTER LNDG, TOLD TO CALL CTR ON TELEPHONE. I WAS ADVISED THAT I LEVELED OFF AT 10000 FT AND SHOULD HAVE LEVELED OFF AT 11000 FT, BECAUSE 11000 FT WAS MY CLRNC ALT. I NEVER ACKNOWLEDGED OR READ BACK AN 11000 FT CLRNC. I DO RECALL THAT THE CTLR WAS EXTREMELY BUSY, ISSUING MANY CLRNCS TO NUMEROUS ACFT. HE WAS ALSO DENYING RADAR ADVISORY SVC TO MANY ACFT BECAUSE HE WAS SO BUSY AND OVERLOADED WITH IFR TFC. I DO NOT RECALL RECEIVING OR ACKNOWLEDGING AN 11000 FT CLRNC. THERE WERE NO TFC CONFLICTS OR TCASII ADVISORIES. IF I WAS AT THE INCORRECT ALT, WHY DID THE CTLR ALLOW ME TO CONTINUE FLT AT THAT ALT. I NEVER RECEIVED ANY ALT CORRECTIONS OR ADVISORY ABOUT ALTDEVS UNTIL I RETURNED THE TELEPHONE CALL, ONCE ON THE GND.
