Narrative:
We were just past fjc VOR on the milton 1 arrival (mip.MIP1) to lga. We had just received a clearance from ZNY (135.0 frequency) to descend from 12000 ft to 10000 ft. At approximately 11400 ft we got a TA on the TCASII. At approximately 11100 ft, we got an RA on the TCASII, that said to stop descent. We leveled at 11000 ft and saw a cabin class twin pass directly below us heading northwest. The TCASII indicated he was 600 ft below our altitude. I called ZNY to tell him of this incident. His response was that he had VFR traffic at 9500 ft but that he was not talking to him. When I called ZNY to report the incident, I idented ourselves by our 'air carrier X' call sign. The controller responded using a civilian aircraft call sign, but was relating information pertinent to our incident. I queried ZNY again using 'air carrier X.' the controller, again he responded with a civilian call sign. The third time I called I asked if ZNY could read 'air carrier X.' the controller response was yes. I asked if he had heard my transmission about our TCASII RA and visual sighting. The controller responded yes. I told him his reported 9500 ft traffic was over 10000 ft. The controller response was to give us a frequency change.

Title: FLC OF A DC9 LEVELED OFF DURING DSCNT IN RESPONSE TO A TCASII RA AND OBSERVED A TWIN CESSNA PASS UNDERNEATH THEIR ACFT ABOUT 600 FT BELOW ACCORDING TO TCASII.

THE CTLR RESPONSE WAS TO GIVE US A FREQ CHANGE.
