Narrative:
Aircraft #2 was cleared for runway 27R ILS, simultaneous ILS, and on approximately 20 mi final. Aircraft #1 was detected to be still sebound, rather than eastbound on downwind runway 27R, approximately 4 mi northwest of aircraft #2. I instructed aircraft #1 to turn left heading 030 degrees and issued traffic. I then instructed aircraft #2 to descend immediately to 3000 ft. Aircraft #1 then responded he had traffic and instructed him to maintain visual separation.

Title: OPERROR LTSS BTWN ACR X AND ACR Y ON CONVERGING COURSES AT 4000 FT.
Narrative: ACFT #2 WAS CLRED FOR RWY 27R ILS, SIMULTANEOUS ILS, AND ON APPROX 20 MI FINAL. ACFT #1 WAS DETECTED TO BE STILL SEBOUND, RATHER THAN EBOUND ON DOWNWIND RWY 27R, APPROX 4 MI NW OF ACFT #2. I INSTRUCTED ACFT #1 TO TURN L HDG 030 DEGS AND ISSUED TFC. I THEN INSTRUCTED ACFT #2 TO DSND IMMEDIATELY TO 3000 FT. ACFT #1 THEN RESPONDED HE HAD TFC AND INSTRUCTED HIM TO MAINTAIN VISUAL SEPARATION.
