Narrative:
Depart swf at XX47, runway 34, clearance to 5000 ft. Swf departure control cleared us to 9000 ft and switch to ZNY. ZNY advised, abc traffic at 2 O'clock and 10000 ft. Passing approximately 7000 ft, ZNY reported, abc has you in sight, will maintain visual, climb to 17000 ft. At approximately passing 8000 ft, TCASII advised 'traffic,' followed by 'reduce climb.' decreased angle and rate of climb per TCASII RA. Abc aircraft passed above and behind approximately 800-1000 ft and 1 1/2 NM. We were cleared by center to 17000 ft too soon. Aircraft separation, responsibilities, and terminology must be reviewed and disseminated to pilots and controllers as soon as possible.
Original NASA ASRS Text
Title: DC9 OFF RWY 34 SWF CLBING TO 9000 FT WAS ADVISED OF TFC AT 10000 FT. TFC RPTED THE DC9 IN SIGHT AT WHICH TIME CTLR CLRED ACFT TO CLB TO 17000 FT. GOT TCASII WHILE CLBING THROUGH 8000 FT TO REDUCE RATE OF CLB. SAW ACR TFC PASS WITH 800 FT AND ONE AND ONE HALF MI.
Narrative: DEPART SWF AT XX47, RWY 34, CLRNC TO 5000 FT. SWF DEP CTL CLRED US TO 9000 FT AND SWITCH TO ZNY. ZNY ADVISED, ABC TFC AT 2 O'CLOCK AND 10000 FT. PASSING APPROX 7000 FT, ZNY RPTED, ABC HAS YOU IN SIGHT, WILL MAINTAIN VISUAL, CLB TO 17000 FT. AT APPROX PASSING 8000 FT, TCASII ADVISED 'TFC,' FOLLOWED BY 'REDUCE CLB.' DECREASED ANGLE AND RATE OF CLB PER TCASII RA. ABC ACFT PASSED ABOVE AND BEHIND APPROX 800-1000 FT AND 1 1/2 NM. WE WERE CLRED BY CTR TO 17000 FT TOO SOON. ACFT SEPARATION, RESPONSIBILITIES, AND TERMINOLOGY MUST BE REVIEWED AND DISSEMINATED TO PLTS AND CTLRS ASAP.
