Narrative:

On approach to runway 9R ord approach control gave us a turn off course because a foreign carrier had intercepted runway 9R in front of us, thinking it was runway 9L. We received a 180 degree heading and a climb to 4000 ft. Then further clearance to climb to 5000 ft. After questioning the controller, we then climbed to 5000 ft. At leveloff the controller issued an immediate right turn to 140 degrees, then an RA on the TCASII to go down. Actually the TA occurred first followed by the RA. The PF followed the RA, the PNF told ATC. At 4500 ft the controller said 'climb,' as there was traffic below us at 4000 ft. We then climbed back to 5000 ft, were vectored for runway 9R again, and landed normally. There were at least 3 different voices on ATC giving us commands, and the TCASII yelling at us to descend. The priority was given to the TCASII. Supplemental information from acn 366429: after landing the captain contacted approach control by phone and was told we were broken off the runway 9R approach as an air carrier on runway 9L lined up with runway 9R by mistake, cutting in front of us and that a full investigation would follow regarding the traffic conflict.

WE RECEIVED A 180 DEG HDG AND A CLB TO 4000 FT. THEN FURTHER CLRNC TO CLB TO 5000 FT. AFTER QUESTIONING THE CTLR, WE THEN CLBED TO 5000 FT. AT LEVELOFF THE CTLR ISSUED AN IMMEDIATE R TURN TO 140 DEGS, THEN AN RA ON THE TCASII TO GO DOWN. ACTUALLY THE TA OCCURRED FIRST FOLLOWED BY THE RA. THE PF FOLLOWED THE RA, THE PNF TOLD ATC. AT 4500 FT THE CTLR SAID 'CLB,' AS THERE WAS TFC BELOW US AT 4000 FT. WE THEN CLBED BACK TO 5000 FT, WERE VECTORED FOR RWY 9R AGAIN, AND LANDED NORMALLY. THERE WERE AT LEAST 3 DIFFERENT VOICES ON ATC GIVING US COMMANDS, AND THE TCASII YELLING AT US TO DSND. THE PRIORITY WAS GIVEN TO THE TCASII. SUPPLEMENTAL INFO FROM ACN 366429: AFTER LNDG THE CAPT CONTACTED APCH CTL BY PHONE AND WAS TOLD WE WERE BROKEN OFF THE RWY 9R APCH AS AN ACR ON RWY 9L LINED UP WITH RWY 9R BY MISTAKE, CUTTING IN FRONT OF US AND THAT A FULL INVESTIGATION WOULD FOLLOW REGARDING THE TFC CONFLICT.
