Narrative:
Copilot was flying in LNAV, speed intervene 320 KTS in VNAV and hand flying. We were cleared to FL290 for crossing traffic. Passing FL280, the required callout '1000 ft to go' on FL280 for FL290 was made at FL284. We were still climbing at 4000 FPM. The copilot was doing something (rotating) the speed knob and at FL286 I said level out. The copilot evidently became confused and did not push the airplane over soon enough to stop at FL290, and we leveled at FL293 then returned back to FL290. Although there was another airplane in the area, no conflict existed that we know of. Lack of focus on the level out procedure due to the adjustment of speed while hand flying led to this problem. I, as the captain, should have taken the airplane when I saw no positive response to the level out procedure. Once again, a lack of SOP (don't adjust knobs while hand flying -- have it done for you) contributed to this problem.

Title: ACR LGT CLBING TO FL290 OVERSHOT TO FL293 WHEN FO, PF, ADJUSTED THE SPD KNOB AT JUST THE WRONG MOMENT.
Narrative: COPLT WAS FLYING IN LNAV, SPD INTERVENE 320 KTS IN VNAV AND HAND FLYING. WE WERE CLRED TO FL290 FOR XING TFC. PASSING FL280, THE REQUIRED CALLOUT '1000 FT TO GO' ON FL280 FOR FL290 WAS MADE AT FL284. WE WERE STILL CLBING AT 4000 FPM. THE COPLT WAS DOING SOMETHING (ROTATING) THE SPD KNOB AND AT FL286 I SAID LEVEL OUT. THE COPLT EVIDENTLY BECAME CONFUSED AND DID NOT PUSH THE AIRPLANE OVER SOON ENOUGH TO STOP AT FL290, AND WE LEVELED AT FL293 THEN RETURNED BACK TO FL290. ALTHOUGH THERE WAS ANOTHER AIRPLANE IN THE AREA, NO CONFLICT EXISTED THAT WE KNOW OF. LACK OF FOCUS ON THE LEVEL OUT PROC DUE TO THE ADJUSTMENT OF SPD WHILE HAND FLYING LED TO THIS PROB. I, AS THE CAPT, SHOULD HAVE TAKEN THE AIRPLANE WHEN I SAW NO POSITIVE RESPONSE TO THE LEVEL OUT PROC. ONCE AGAIN, A LACK OF SOP (DON'T ADJUST KNOBS WHILE HAND FLYING -- HAVE IT DONE FOR YOU) CONTRIBUTED TO THIS PROB.
