On may/fri/97 at approximately XA50 in abq, air carrier X arrived at the gate and passenger were deplaned from aircraft. At approximately XB05 in abq, the crew was informed to swap into aircraft a. The captain performed the preflight, ordered fuel 'top the mains' (3242 pounds) and changed the 'aircraft tail number' on the dispatch release from B to a. Aircraft C was on a mechanical delay at the time. The discrepancy was cleared and at approximately XB30 in abq, passenger en route to lru were loaded aboard air carrier X. The captain checked the fuel during the before start checklist at 1800 pounds and he determined it to be sufficient for lru. Air carrier X aircraft a left the gate in abq at approximately XB35. At cruise during the 'cruise checklist,' the captain determined the fuel load, while sufficient for the flight, did not match the dispatch release fuel load of 3200 pounds. It was determined that the main tanks had not been topped. The captain notified dispatch via arinc and the dispatcher decided to divert air carrier X aircraft a to alm. The dispatch release was amended at that time. At approximately XC35 air carrier X aircraft a landed in alm without incident with approximately 1000 pounds of reserve fuel or about 1 hour 15 mins reserve.

Narrative: ON MAY/FRI/97 AT APPROX XA50 IN ABQ, ACR X ARRIVED AT THE GATE AND PAX WERE DEPLANED FROM ACFT. AT APPROX XB05 IN ABQ, THE CREW WAS INFORMED TO SWAP INTO ACFT A. AT CRUISE DURING THE 'CRUISE CHKLIST,' THE CAPT DETERMINED THE FUEL LOAD, WHILE SUFFICIENT FOR THE FLT, DID NOT MATCH THE DISPATCH RELEASE FUEL LOAD OF 3200 LBS. IT WAS DETERMINED THAT THE MAIN TANKS HAD NOT BEEN TOPPED. THE CAPT NOTIFIED DISPATCH VIA ARINC AND THE DISPATCHER DECIDED TO DIVERT ACR X ACFT A TO ALM.
