Narrative:
I have been to bct 3 times in the last 6 months. Each time, I have approached from the northwest, monitoring the unicom inbound for at least 10 mins to determine which runway the traffic was using. Each time, on my downwind leg, I have encountered traffic calling in to land downwind against existing traffic. To top it off, on the very shortest of short finals, a C172 pulled out in front of me, causing me to take evasive action and go around. It is my personal opinion that the chain of events described are not coincidental. It seems to me that an attitude of laxity and complacency has been taken by the local flyers (some) and its continuance can only lead to disaster. The solution? I don't know, except that maybe the airport manager could be made aware of the situation and hope that he or she might take some type of action to make the local pilots aware of the gravity of the situation. Callback conversation with reporter revealed the following information: reporter states he has not spoken to anyone at the airport because they always seem so busy. There is a hustle, bustle, hurry-up atmosphere at the airport that is not conducive to reporting events. He believes there will be some possibility of problems at non tower airports but to experience one every time he approachs this airport is disconcerting. His wife does not ever want to fly there again. The hotline was suggested for reporting the events.

Title: PLT OF EXPERIMENTAL RV4 HAS NMAC WITH ANOTHER GA ACFT ON APCH TO NON TWR ARPT. THIS HAS OCCURRED SEVERAL TIMES WHEN RPTR HAS APCHED THIS ARPT.
Narrative: I HAVE BEEN TO BCT 3 TIMES IN THE LAST 6 MONTHS. EACH TIME, I HAVE APCHED FROM THE NW, MONITORING THE UNICOM INBOUND FOR AT LEAST 10 MINS TO DETERMINE WHICH RWY THE TFC WAS USING. EACH TIME, ON MY DOWNWIND LEG, I HAVE ENCOUNTERED TFC CALLING IN TO LAND DOWNWIND AGAINST EXISTING TFC. TO TOP IT OFF, ON THE VERY SHORTEST OF SHORT FINALS, A C172 PULLED OUT IN FRONT OF ME, CAUSING ME TO TAKE EVASIVE ACTION AND GAR. IT IS MY PERSONAL OPINION THAT THE CHAIN OF EVENTS DESCRIBED ARE NOT COINCIDENTAL. IT SEEMS TO ME THAT AN ATTITUDE OF LAXITY AND COMPLACENCY HAS BEEN TAKEN BY THE LCL FLYERS (SOME) AND ITS CONTINUANCE CAN ONLY LEAD TO DISASTER. THE SOLUTION? I DON'T KNOW, EXCEPT THAT MAYBE THE ARPT MGR COULD BE MADE AWARE OF THE SIT AND HOPE THAT HE OR SHE MIGHT TAKE SOME TYPE OF ACTION TO MAKE THE LCL PLTS AWARE OF THE GRAVITY OF THE SIT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES HE HAS NOT SPOKEN TO ANYONE AT THE ARPT BECAUSE THEY ALWAYS SEEM SO BUSY. THERE IS A HUSTLE, BUSTLE, HURRY-UP ATMOSPHERE AT THE ARPT THAT IS NOT CONDUCIVE TO RPTING EVENTS. HE BELIEVES THERE WILL BE SOME POSSIBILITY OF PROBS AT NON TWR ARPTS BUT TO EXPERIENCE ONE EVERY TIME HE APCHS THIS ARPT IS DISCONCERTING. HIS WIFE DOES NOT EVER WANT TO FLY THERE AGAIN. THE HOTLINE WAS SUGGESTED FOR RPTING THE EVENTS.
