Narrative:

My aircraft was holding short of intersection H. The small twin engine aircraft was given cleared for takeoff from the end of runway 1L. I was then given taxi into position and hold. As I crossed the hold short line at intersection H, I saw the aircraft coming from my right. I immediately stepped on the brakes bringing my aircraft to a quick stop. The tower warned the commuter aircraft to abort the takeoff causing him to stop in front of us. This was a very busy morning the tower was landing runway 28L&right and departing runway 01L&right. A lot of aircraft were in the approach path, and on the ground awaiting takeoff clearance. The tower was very busy and in a hurry.

Title: ATCT LCL CTLR CLRED A COMMUTER FOR TKOF RWY 1L AND THEN CLRED THE MLG TO TAXI INTO POS AND HOLD ON THE SAME RWY. THE COMMUTER WAS STARTING TKOF FROM THE ENTRY AT TXWY M AND THE MLG WAS AT TXWY H WHERE THE RWY BEGINS. THE MLG CROSSED THE HOLD LINE AND SAW THE COMMUTER TO HIS R AS HE CROSSED THE HOLD LINE AND TWR TOLD IT TO ABORT. ACFT STOPPED 100 FT APART.

THE TWR WARNED THE COMMUTER ACFT TO ABORT THE TKOF CAUSING HIM TO STOP IN FRONT OF US. THIS WAS A VERY BUSY MORNING THE TWR WAS LNDG RWY 28L&R AND DEPARTING RWY 01L&R. A LOT OF ACFT WERE IN THE APCH PATH, AND ON THE GND AWAITING TKOF CLRNC. THE TWR WAS VERY BUSY AND IN A HURRY.
