Narrative:
We were parked on the east ramp. The fuel truck had parked behind the aircraft as it often does. We were in the process of xferring 1 nurse, her medical bags, a patient, and a family member of the patient's to the helicopter. I picked up 2 bags and walked them to the helicopter pilot standing approximately 50 ft away. I turned around to walk back to our aircraft and saw an FAA inspector signaling me over to him. He asked if we were certified to fuel with passenger on board. I said no and that I never allow it. He pointed to our aircraft and I turned around to find that they had started fueling with the passenger still aboard. I immediately told them to stop. They had started when my back was turned to them. The FBO responsible is aware this is wrong and had never done this in the past so it was quite a surprise. In the future I will appoint either myself or my first officer to guard the aircraft as a number one priority to prevent incidents like this from happening.

Title: CE500 ACFT PARKED WITH FLC UNLOADING BAGS, FAA INSPECTOR CALLED CAPT RPTR ATTN TO FUELERS FUELING HIS ACFT WITH PAX STILL ON BOARD.
Narrative: WE WERE PARKED ON THE E RAMP. THE FUEL TRUCK HAD PARKED BEHIND THE ACFT AS IT OFTEN DOES. WE WERE IN THE PROCESS OF XFERRING 1 NURSE, HER MEDICAL BAGS, A PATIENT, AND A FAMILY MEMBER OF THE PATIENT'S TO THE HELI. I PICKED UP 2 BAGS AND WALKED THEM TO THE HELI PLT STANDING APPROX 50 FT AWAY. I TURNED AROUND TO WALK BACK TO OUR ACFT AND SAW AN FAA INSPECTOR SIGNALING ME OVER TO HIM. HE ASKED IF WE WERE CERTIFIED TO FUEL WITH PAX ON BOARD. I SAID NO AND THAT I NEVER ALLOW IT. HE POINTED TO OUR ACFT AND I TURNED AROUND TO FIND THAT THEY HAD STARTED FUELING WITH THE PAX STILL ABOARD. I IMMEDIATELY TOLD THEM TO STOP. THEY HAD STARTED WHEN MY BACK WAS TURNED TO THEM. THE FBO RESPONSIBLE IS AWARE THIS IS WRONG AND HAD NEVER DONE THIS IN THE PAST SO IT WAS QUITE A SURPRISE. IN THE FUTURE I WILL APPOINT EITHER MYSELF OR MY FO TO GUARD THE ACFT AS A NUMBER ONE PRIORITY TO PREVENT INCIDENTS LIKE THIS FROM HAPPENING.
