Narrative:
On preflight flight engineer found the right dump nozzle leaking fuel while the fuel truck was fueling the airplane. The discrepancy was entered into log and maintenance came and signed off the discrepancy without pressurizing the dump manifold. We were not satisfied with the sign off and after talking with the maintenance supervisor, nothing else was going to be done. We insisted that the dump manifold be repressurized to show the leak. A technician was sent out and that is what we did. The right dump nozzle leaked in the closed position with the dump manifold pressurized. The aircraft was taken OTS. More information, as I was printing part one of this report I turned from the computer and was amazed to find another crew standing by to take the same aircraft out. I was told by the white shirt maintenance technician that the plane was OTS. The crew was given the aircraft as if nothing was wrong and maintenance was sending the plane out. I informed the outbound captain of the discrepancy and what had transpired. Additionally, upon boarding our replacement aircraft a non revenue first officer who was boarding the same aircraft late had asked the maintenance personnel on the bridge what was wrong and said the response was nothing as far as we are concerned. On taxi out in our replacement aircraft I noticed maintenance was apparently changing the right dump nozzle valve.

Title: A B727 WITH A RPTED R WING FUEL DUMP VALVE LEAKING WAS SIGNED OFF WITHOUT PRESSURIZING THE FUEL MANIFOLD.
Narrative: ON PREFLT FE FOUND THE R DUMP NOZZLE LEAKING FUEL WHILE THE FUEL TRUCK WAS FUELING THE AIRPLANE. ON TAXI OUT IN OUR REPLACEMENT ACFT I NOTICED MAINT WAS APPARENTLY CHANGING THE R DUMP NOZZLE VALVE.
