Narrative:
Prior to departure, someone on ground gave signal to put flaps down. Captain and first officer both witnessed the request and verified back with the flap hand signal. Flaps were selected down. Someone else was signaling to stop movement. Right outboard flap was damaged when it extended onto parked baggage truck. Flight engineer completing preflight duties and was not present at the time. Supplemental information from acn 369879: the signal was not acted upon right away as captain verified the signal through use of his own hands as we both witnessed lip movement ascertaining flaps down. The next thing I saw moments later was a crossed forearm signal from the ground to stop.

Title: TRAILING EDGE FLAPS ON B727 DAMAGED WHEN THEY CAME IN CONTACT WITH A PARKED BAGGAGE CART ON THE RAMP. FLAP LOWERING COMMAND WAS A VISUAL COMMAND FROM GND CREW TO FLC. GND CREW PERSON FAILED TO NOTE CART'S PRESENCE BEHIND ACFT.
Narrative: PRIOR TO DEP, SOMEONE ON GND GAVE SIGNAL TO PUT FLAPS DOWN. CAPT AND FO BOTH WITNESSED THE REQUEST AND VERIFIED BACK WITH THE FLAP HAND SIGNAL. FLAPS WERE SELECTED DOWN. SOMEONE ELSE WAS SIGNALING TO STOP MOVEMENT. R OUTBOARD FLAP WAS DAMAGED WHEN IT EXTENDED ONTO PARKED BAGGAGE TRUCK. FE COMPLETING PREFLT DUTIES AND WAS NOT PRESENT AT THE TIME. SUPPLEMENTAL INFO FROM ACN 369879: THE SIGNAL WAS NOT ACTED UPON RIGHT AWAY AS CAPT VERIFIED THE SIGNAL THROUGH USE OF HIS OWN HANDS AS WE BOTH WITNESSED LIP MOVEMENT ASCERTAINING FLAPS DOWN. THE NEXT THING I SAW MOMENTS LATER WAS A CROSSED FOREARM SIGNAL FROM THE GND TO STOP.
