Narrative:
I had not flown much recently and decided about 3 weeks ago to try and fly every 2 weeks. I asked a CFI to go around with me at first and she did for 1/4 of an hour. I then flew on may/aa/97 1.2 hours, and may/cc/97 1.1 hours. On jun/hh/97 I wanted to fly to the south as the last 2 times I had gone out west to navasota and west houston. So I looked up the runways for sugarland and west houston as I wanted to touch-and-go a few times at each. I also looked up the unicom numbers for both and wrote them down. I preflted, checked my radio, and did 2 touch-and-goes at weiser then departed south. I checked the runway to be used at west houston on 125.05 (runway 15) and proceeded south to sugarland. At about XA00 I called into 122.975 and said I was 4 mi to the north and would be coming into sugarland across midfield for touch-and-go and asked which runway to use. I got no response. I then saw a plane to the east turning downwind for runway 17 (but did not hear him). I reported in across midfield and said I would be going in touch-and-go #2 on runway 17. When I called base, the plane was landing and when I called final, I noticed the plane was sitting on the runway and not clearing. After turning final, I decided that something either was wrong with that plane or with my radio, so I decided to go around. I then proceeded north to west houston where I did 6 touch-and-goes, then on to weiser for 2 and a full stop. I had not flown into sugarland since apr/95 but checked my airport directory and saw that touch-and-goes were allowed on wkends. I had found out last time I went to andrau that touch-and-goes were not allowed, so I did not go there. Both my sectional and my airport directory book are out of date. I did not know there was a tower at sugarland. I saw no planes on the ground or in the area until the one I followed on downwind. I was not aware until I landed at weiser that I had erred by not calling in to the tower. I just thought at first the plane ahead of me did not call in, when he did not move off the runway. I learned that I need to keep my written material more up to date. I bought a current sectional and airport directory and will ensure my call numbers are correct in the future. Additionally, I spoke to both sugarland tower and FSS that afternoon after I landed, and found out I had caused a problem at sugarland. I explained my actions, apologized, and asked what I could do. I had already, before this incident, realized I needed some tower instructional work and had scheduled 2 hours with a CFI. This had been scheduled prior to me knowing about this occurrence, and I plan on continuing that lesson.

Title: PA28-151 PLT ON REFRESHER TRAINING FLT MAKES UNAUTH FLT THROUGH CLASS D AIRSPACE.
Narrative: I HAD NOT FLOWN MUCH RECENTLY AND DECIDED ABOUT 3 WKS AGO TO TRY AND FLY EVERY 2 WKS. I ASKED A CFI TO GO AROUND WITH ME AT FIRST AND SHE DID FOR 1/4 OF AN HR. SO I LOOKED UP THE RWYS FOR SUGARLAND AND WEST HOUSTON AS I WANTED TO TOUCH-AND-GO A FEW TIMES AT EACH. I ALSO LOOKED UP THE UNICOM NUMBERS FOR BOTH AND WROTE THEM DOWN. I PREFLTED, CHKED MY RADIO, AND DID 2 TOUCH-AND-GOES AT WEISER THEN DEPARTED S. I CHKED THE RWY TO BE USED AT WEST HOUSTON ON 125.05 (RWY 15) AND PROCEEDED S TO SUGARLAND. AFTER TURNING FINAL, I DECIDED THAT SOMETHING EITHER WAS WRONG WITH THAT PLANE OR WITH MY RADIO, SO I DECIDED TO GAR. I THEN PROCEEDED N TO WEST HOUSTON WHERE I DID 6 TOUCH-AND-GOES, THEN ON TO WEISER FOR 2 AND A FULL STOP. I HAD NOT FLOWN INTO SUGARLAND SINCE APR/95 BUT CHKED MY ARPT DIRECTORY AND SAW THAT TOUCH-AND-GOES WERE ALLOWED ON WKENDS. I WAS NOT AWARE UNTIL I LANDED AT WEISER THAT I HAD ERRED BY NOT CALLING IN TO THE TWR. I JUST THOUGHT AT FIRST THE PLANE AHEAD OF ME DID NOT CALL IN, WHEN HE DID NOT MOVE OFF THE RWY. I LEARNED THAT I NEED TO KEEP MY WRITTEN MATERIAL MORE UP TO DATE. I BOUGHT A CURRENT SECTIONAL AND ARPT DIRECTORY AND WILL ENSURE MY CALL NUMBERS ARE CORRECT IN THE FUTURE. ADDITIONALLY, I SPOKE TO BOTH SUGARLAND TWR AND FSS THAT AFTERNOON AFTER I LANDED, AND FOUND OUT I HAD CAUSED A PROB AT SUGARLAND. I EXPLAINED MY ACTIONS, APOLOGIZED, AND ASKED WHAT I COULD DO. I HAD ALREADY, BEFORE THIS INCIDENT, REALIZED I NEEDED SOME TWR INSTRUCTIONAL WORK AND HAD SCHEDULED 2 HRS WITH A CFI. THIS HAD BEEN SCHEDULED PRIOR TO ME KNOWING ABOUT THIS OCCURRENCE, AND I PLAN ON CONTINUING THAT LESSON.
