Narrative:
Mooney lined up (position and hold) on runway 23. Received communication from tower which I assumed was for me with 'fly runway heading.' I was just airborne (100 ft) when I saw a red aircraft under me on runway. I then contacted the tower, who advised me that there was a conflict. When different runways are being used, the tower should advise the subject pilots that such conditions are active, and appropriate cautions should be taken.

Title: PLT OF MOONEY HEARS TKOF CLRNC BUT SIGHTS SECOND ACFT JUST BELOW HIM WHEN 100 FT AIRBORNE.
Narrative: MOONEY LINED UP (POS AND HOLD) ON RWY 23. RECEIVED COM FROM TWR WHICH I ASSUMED WAS FOR ME WITH 'FLY RWY HEADING.' I WAS JUST AIRBORNE (100 FT) WHEN I SAW A RED ACFT UNDER ME ON RWY. I THEN CONTACTED THE TWR, WHO ADVISED ME THAT THERE WAS A CONFLICT. WHEN DIFFERENT RWYS ARE BEING USED, THE TWR SHOULD ADVISE THE SUBJECT PLTS THAT SUCH CONDITIONS ARE ACTIVE, AND APPROPRIATE CAUTIONS SHOULD BE TAKEN.
