Narrative:
On VFR flight plan under deteriorating WX. Sought alternate airport and picked kingston, ontario, from chart. Looked up frequency in book (122.5) but did not realize it was a controled airport. Called 3 mi final but did not receive reply. Landed on runway 30, stopped short of runway 19 to check traffic, crossed runway 19 to taxiway and proceeded to FBO. Almost to FBO when I saw light twin land on runway 19. Recycled my radio and then heard light twin declare 'clear of runway' and the reply 'ok' (or something like that) from controller. When I called FSS by telephone to cancel flight plan I was informed that I landed at a controled airport and crossed an active runway with IFR traffic on 5 mi final. Checked my radios before departure and they worked fine. Event caused by deteriorating WX conditions and differences in canadian versus united states VFR charts and differences in canadian flight supplement versus united states facilities directory.

Title: C172 PVT PLT RAN INTO DETERIORATING WX AND PICKED YKG IN ONTARIO, CANADA AS A LNDG ARPT. RPTR DIDN'T REALIZE IT WAS A CTLED ARPT AND LANDED WITHOUT CLRNC AND DIDN'T KNOW ABOUT A TWR CTL UNTIL CLOSING HIS FLT PLAN WITH FSS.
Narrative: ON VFR FLT PLAN UNDER DETERIORATING WX. SOUGHT ALTERNATE ARPT AND PICKED KINGSTON, ONTARIO, FROM CHART. LOOKED UP FREQ IN BOOK (122.5) BUT DID NOT REALIZE IT WAS A CTLED ARPT.
