Narrative:
Rear cargo door opened and struck side of aircraft. The door was closed by agent with pilot observing. I locked the adjoining door with key and observed positive lock. When power was reduced to begin descent, the door opened causing damage to side of aircraft. The latch for the rear door must not have been properly secured. Best recommendation is that PIC close and latch doors.
