Beaver 24BR seaplane was attempting to avoid log on taxi to dock. Right rudder not effective and ended striking a boat and the dock. Damage to right float. Minor damage to dock and slight scratch on boat. Damage to float appeared to be repairable on the spot.

Narrative:
Landed beaver DH2 on the water, then step-taxied. Attempted to miss what looked like a log or other debris floating down river. Pushed right rudder to no avail. Aircraft came into contact with dock and boat. Put hole in right float. What I could tell or see, there was no damage to the aircraft. Aircraft was grossed out. Minor damage to dock, scratch on boat corner. Appeared to be a fixable hole on the spot.

ACFT CAME INTO CONTACT WITH DOCK AND BOAT. PUT HOLE IN R FLOAT. WHAT I COULD TELL OR SEE, THERE WAS NO DAMAGE TO THE ACFT. ACFT WAS GROSSED OUT. MINOR DAMAGE TO DOCK, SCRATCH ON BOAT CORNER. APPEARED TO BE A FIXABLE HOLE ON THE SPOT.
